Before you haul the wet carpet to the curb
Get the boxes, the rugs, and anything with legs up off the wet floor. Take photos of every wall, the pad, and the water line on the boxes before anything goes outside. Unplug the sump pump only if the water is at the outlet; otherwise leave it alone until someone has looked at it. Then call. You do not need to know whether the job is extraction, drying, or a pump replacement. Say what you found, and the provider sorts out the rest.
Why Eagan basements flood in July and freeze in January
Eagan sits on the south bank of the Minnesota River at about 945 feet, and almost all of its housing went up between the mid 1970s and the late 1990s, when the city grew from 10,000 people to more than 60,000. That housing is split-levels, split-entries, and walkouts set into rolling glacial hills, with the lower level partly below grade and a sump pit in the corner. When a summer thunderstorm stalls over the city's 1,200 connected ponds and basins, the water table under those lower levels comes up with them. The July 1987 superstorm dropped 10 inches on the airport across the river and flooded thousands of Twin Cities basements in one night.
The 2022-23 winter put 90 inches of snow on the Twin Cities, third most on record, and the ice dams that winter pushed meltwater under the shingles and down the inside of exterior walls. A supply line in a garage wall or a rim joist freezes when the temperature holds below zero for a week, and it leaks when the thaw arrives.
Rebuild work that touches plumbing, wiring, or framing needs a permit from City of Eagan Building Inspections, which also keeps the record of past permits on a lot. Storm water from the south end of town drains toward the lakes in Lebanon Hills Regional Park, almost 2,000 acres of moraine, which is one reason the ground under Cliff Road stays wet late into spring.
Will my policy pay for a flooded basement?
How the water got in decides it, and nobody who has not read your policy can tell you. Many homeowner policies treat a burst pipe or a failed washing machine hose as sudden damage and pay for it. Water that seeps through the foundation or rises through the floor drain is often excluded unless you carry a separate sump or water backup endorsement, and outside flooding is a separate flood policy altogether. The provider photographs the lower level, logs the readings from the first visit, and writes out the scope. Your adjuster reads that and decides.
